GUIDELINES FOR APPLICATION FOR MONTENEGRO CITIZENSHIP
Document Screening
We assist you in screening your document in preparation for government approval. For this process to go smoothly, applicants are expected to make a down payment for opening the application. We will get a response within 48 hours.
Collection of Checklist Document

Submission of Application and Due Diligence Fees
At this stage, the application is submitted alongside the diligence fees. Also, your investment and government fees will be transferred into an authorized escrow account.
Diligence Report and Government Decision
The due diligence report is sent to the government for a check. Based on the
information in the report, the government will decide to grant the application or decline it. If the application is declined, the applicant will be refunded.
Issuance of Certificate and Passport
The applicant will be issued a citizenship certificate and passport ID when all
verifications are done. Then the balance of the professional fees will be settled.
COSTS OF MONTENEGRO CITIZENSHIP
For an applicant to qualify for the Montenegro Citizenship, the applicant is expected to donate to the government development fund and invest in either of the two real estate options given by the government agency.
1. Real Estate Investment
Applicants are required to invest in any government-approved real estate in
underdeveloped areas of the country.
Minimum Investment – EUR 250,000
In addition, a qualifying investment could be any of the development projects recently approved by the Montenegro government in developed areas.

2. Donation to Government Development Fund
There is a certain contribution to the government development funds to assist
underdeveloped regions.

PROGRAM DURATION
The duration of 6 months is the specified timeframe for the application process. However, the initial duration of document collection could be a bit longer depending on how fast the applicant provides the required documents. Legal Groundwork
Dependent on article 17 of the law regarding Montenegrin citizenship (“Official Gazette of MN,” no. 13/08), the Montenegro government, during a conference on May 20th, 2021, declared the decision that explained the requirement for approving the scientific, economic, business, cultural and sports interest of Montenegro for the acquisition of Montenegrin citizenship by admission.
Dependent on clause 3 of the law:
The government of Montenegro, based on the economic benefit of the country,
approves citizenship for the following persons:
i) that have invested in Montenegro by building an enterprise that will directly influence the economic development of the Country;
ii) that must have invested in Montenegro or donated funds;
iii) that is a verified expert or investor of good conduct
